Large cost increase expected for comprehensive updates to the state's correctional system following delays in implementing reform initiatives
Wisconsin taxpayers are set to pay at least 80 percent more for comprehensive updates to the state's correctional system following delays in implementing reform initiatives. The revised projections highlight growing fiscal and operational pressures on the Department of Corrections as facility modernization efforts remain stalled.
Originally estimated at $325 million with a target completion date of 2030, the multi-facility realignment plan is now projected to cost approximately $585 million, extending the timeline to late 2032 at the earliest. The overhaul includes key infrastructure shifts, such as closing outdated facilities, repurposing existing sites into specialized units, and expanding vocational training capacity.
At the center of the proposal is the closure of the 128-year-old Green Bay Correctional Institution and the transition of Waupun Correctional Institution into a medium-security vocational village focused on workforce readiness. Additional facility modifications encompass converting Stanley Correctional Institution to a flexible maximum-security facility and reallocating capacity across minimum-security centers statewide.
The project cost escalation coincides with rising incarceration expenses across Wisconsin institutions. According to state estimates, the average annual cost to house an individual in state correctional facilities has increased by over $10,000 per person over the past five years, amid record high facility populations.
While primary capital funding requests await full legislative authorization, initial planning efforts continue. State administration officials are initiating a request for proposals to secure a construction management firm to oversee subsequent design and implementation phases for the realignment strategy.
