Vernon County offender approved for residence in Richland County, returns to Vernon

Vernon County Sheriff Roy Torgerson has issued a public safety notification regarding the release of Rick L. Alexander, 45, following his completion of a prison sentence. While Alexander was initially released to an approved residence in Richland County on June 9, 2026, authorities were notified on June 12, 2026, that he is returning to Vernon County and currently has no fixed address.

Alexander’s criminal history includes multiple convictions across Vernon and Crawford counties, including 3rd and 4th Degree Sexual Assault, Exposing Harmful Material to a Child, and Lewd and Lascivious Behavior. Due to a classification level reflecting a potential to re-offend, he is subject to lifetime registration with the Wisconsin Sex Offender Registration Program.

Under the terms of his release, Alexander must comply with strict supervision rules, including electronic monitoring, regular face-to-face contact with law enforcement, and a prohibition on unsupervised contact with minors or any contact with his victims. Officials emphasize that this notification is intended to enhance community awareness and protection, noting that any harassment or intimidation of registered offenders will not be tolerated.

Sheriff Torgerson is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection.

The individual who appears on this notification has been convicted of a sex offense that requires registration with the Wisconsin Sex Offender Registration Program (SORP). Further, this individual’s previous history places him in a classification level that reflects the potential to re-offend.

This sex offender has served the prison sentence imposed on him by the courts. THIS PERSON IS NOT WANTED BY THE POLICE. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public.

Sex offenders have always lived in our communities, but it was not until the Sex Offender Registration and Community Notification Law was enacted, that law enforcement was able to share this information with the community.
