Rome to Refund Transfer Site User Fees

The 2025 Town of Rome budget implemented a window sticker identification system and transfer site fee of $20, with a $10 charge for an additional vehicle sticker. Shortly after implementation, a town resident sent a message to the town board, pointing out that the fee, in their opinion, violated state levy limits.  The situation was reviewed by the Rome town attorney, who disagreed that the fee violated those limits.

In March a letter was received from the Wisconsin Department of Revenue, finding that the fee would potentially violate levy limits, and the fee proceeds would need to be divided based on recycling and leaves, leading to a levy change.

The town board discussed the issue during their March 20th meeting, pointing out that they cannot predict fee revenues from year to year and agreed with their attorney that they should be refunded.  The loss of sticker revenue may result in some site projects being cancelled or delayed and staffing levels reduced.  Refunds are expected to be processed within 30 days.

Stickers will still be required to access the transfer site, but no fees will be charged.  The application requires proof of residency or land ownership, and the vehicle’s license plate number.  

The transfer site accepts household solid waste, recyclables, lawn and yard waste, furniture, appliances and more from Town of Rome residents.  See their website for more information:
